Partner with Liberia on Capacity Building for Climate Action
Liberia faces growing climate risks that threaten its infrastructure, economy, and communities. Rising temperatures, erratic rainfall, coastal erosion, and increasing flood events are already affecting roads, bridges, settlements, and public utilities. Many of Liberia’s critical infrastructures—such as roads, ports, power systems, and housing—are located in low-lying coastal areas or flood-prone zones, making them highly vulnerable to sea-level rise and extreme weather events.
The country’s capital, Monrovia, is among the wettest cities in West Africa and experiences frequent flooding that disrupts transportation, damages homes, and strains drainage and sanitation systems. Similarly, rural communities face increasing isolation during heavy rains as unpaved roads and bridges are washed away. These impacts not only endanger lives but also hinder economic growth, food security, and access to essential services.
Building climate-resilient infrastructure and strengthening institutional and technical capacities are therefore central to Liberia’s Nationally Determined Contribution (NDC) and long-term vision for sustainable development.
We invite development partners, academic and research institutions, climate funds, civil society, and private sector actors to collaborate with Liberia in building lasting national capacities for climate change adaptation, mitigation, and resilience. Together, we can enhance technical expertise, strengthen environmental governance systems, and empower communities—especially women and youth—to lead on climate action.

Institutional Strengthening and Policy Integration
Technical and Scientific Capacity
Strengthen national systems for data collection, monitoring, and analysis, including hydro-meteorological and GIS-based environmental data.
Build capacity for climate modeling, impact assessment, and early warning systems to inform decision-making.
Community-Level Resilience and Knowledge Transfer
Support training programs that empower local communities, women, and youth to adopt sustainable livelihood and adaptation practices.
Facilitate knowledge exchange and South–South cooperation to scale up successful models of community resilience.
Education, Research, and Innovation
Partner with Liberia’s universities and research institutions to advance climate research and education.
Promote innovation and green technologies that contribute to sustainable agriculture, energy, forestry, and waste management.
Climate Finance and Project Development
Strengthen national capacities to access and manage climate finance, including through the Green Climate Fund (GCF) and Global Environment Facility (GEF).
Enhance skills in project formulation, monitoring, and reporting to meet international standards.
