Why Liberia?
Liberia stands at a climate crossroads. Despite contributing less than 0.01% of global emissions, it faces some of the most severe climate impacts in West Africa — sea-level rise, flooding, and declining agricultural productivity. The World Bank Country Climate and Development Report (CCDR) shows that without urgent action, climate shocks could shrink GDP by up to 15% by 2050 and push 1.3 million people into poverty.
Yet, Liberia also offers high returns on climate investment: vast forest carbon stocks, untapped renewable energy potential, and a young population eager to drive green growth. With NDC 3.0, Liberia reaffirms economy-wide emission reduction ambition (64% below BAU by 2035) and a strengthened alignment with its national development strategy (the ARREST Agenda).

Total investment required (through 2025): US $490.59 million (mitigation: US $400.65 M; adaptation: US $89.95 M)Â
For the conditional portion, Liberia aims to mobilize ~US $460 million from bilateral, multilateral and private sources.Â
The NDC 3.0 is structured to yield direct + indirect returns of ~US $3.2 billion in economic benefits over its implementation period.Â
Liberia has already secured ~US $573 million in commitments under NDC 2.0, of which ~$213 million have been disbursed as of December 2024.Â
